The role of the Bournemouth 2026 Vision Board
The Bournemouth 2026 Vision Board is responsible for capturing the Vision in the Sustainable Community Strategy, and for agreeing priorities for improvement in the Local Area Agreement.
The Vision Board establishes the arrangements for developing the vision by organising the Consultation Forums and helping them make arrangements for reviews they undertake. It also consults widely on the collated vision and identifies the gaps between the responsibilities and the crosscutting issues of the forums.
The Vision Board establishes the priorities to address any poor outcomes or issues affecting people in Bournemouth.
The Vision Board also establishes and monitors the arrangements to act on any issues in the Sustainable Community Strategy and Local Area Agreements and ensures that the Investing in Communities Board manages those arrangements.

Terms of reference (The tasks we have to complete):
Establish the values, principles and arrangements that govern Bournemouth 2026
1. Develop clarity about the shared set of values and commitments that partners need to subscribe to
2. Clarify the principles that will apply across the partnership such as principles for community engagement and principles for working in partnership at neighbourhood level
3. Create the arrangements for partnership working such as governance, performance management, meeting schedule, management , etc
4. Have regard to the partnership governance framework including the values, principles and commitments that are expected to be adhered to.
Grow the Partnership
5. Increase the scope of the partnership, growing the group of people who can subscribe to the same values and commitments and sense of community
6. Include community and voluntary sector partners in the partnership at all levels especially representatives of important groups such as residents, vulnerable people and the voluntary sector
Build and communicate a vision
7. Create the vision for the area through an inclusive and participative consultation
8. Continue to confirm that the vision is the preferred one
Make arrangements to monitor and review the Vision and establish new priorities for action
9. Create an organisational structure that can examine the current situation in relation to the vision and develop intelligence, the Strategic Forums (e.g. Environment Forum)
10. Ensure the fourms fulfill their terms of reference and remain inclusive and have regard to the governance framework
11. Collect the views, concerns and solutions to the progress of the vision from the different forums, collating these to establish a strategic direction and to assess the capacity of the present structure to deliver on the vision
12. Involve partners, residents, vulnerable people and the voluntary sector in prioritising the outcomes providing support through a decision tree
13. Pass the audit of need onto the Investing in Communities Board along with a list of priorities.
14. Hold an Annual Partnership Conference to review progress towards the Vision
Make arrangements to implement the priorities for action to achieve the Vision
15. Make proposals to The Bournemouth 2026 Executive Board that can be accepted by the Local Authority, Bournemouth 2026 and other parties on the Sustainable Community Strategy and Local Area Agreements as follows:
• The priorities for improving outcomes and any themes that make sense of them
• The outcomes that should be contributed to by the LAAs
• The organisational structure to deliver on the vision via the Sustainable Community Strategy and Local Area Agreements
Keep the partnership effective in its strategic leadership role in Bournemouth
16. Create any necessary task groups to review the existing organisation and partnership and to make any change to the arrangements.
17. Support the development of any new groups needed to fulfill the Partnerships goals e.g. forums and strategic delivery partnerships by providing generic terms of reference and templates and tools for key tasks such as consultations, planning, inviting partners, creating agendas, minute taking, reporting, etc.
18. Agree arrangements/content of annual Bournemouth 2026 conference
Standing orders:
• All members have voting rights – except observers
• The chair is the Chair of Bournemouth 2026
• The Board must meet at least 4 times a year
• Meetings are called by the Chair to whom members can make representation for any additional meetings
• The meetings are arranged by Bournemouth 2026 Coordinator.
• The chair must provide at least 1 months notice of the date, place and time of any meeting (unless otherwise agreed).
• A standing agenda must reflect the terms of reference and provide opportunity for Any Other Business.
• The agenda should include proposals for items for the next meeting and the next meeting date.
• Additional agenda items must be relayed to the chair within two weeks of the meeting who considers whether they can be added
• Agendas and papers must be received at least 1 week before the meeting
• Decisions are to be made by a simple majority with a casting vote held by the chair
• Quorum of 33% of the membership for any decisions decided by voting
• The minutes and decisions must be recorded by the officer and signed by the chair at the next meeting with a full quorum
• The Vision Board is not a public meeting however members can invite any relevant parties to attend any of the meetings with the permission of the Chair.
• The Vision Board welcomes requests for representations by public bodies and members of Bournemouth 2026 via the chair
