Back in 2002 Bournemouth became one of the first towns signing up to the Nottingham Declaration. Soon afterwards, the Council and Bournemouth 2026 adopted a Climate Change Strategy.
In October 2007 the Council and its partners reviewed the Climate Change Strategy. This resulted in an agreement on the need for a more robust and effective partnership approach in order to:
The new approach will be to develop a Bournemouth Climate Change Community Action Plan. The first stage of this was to consult on the attached consultation document to:
Members of the public and partner organisations were invited to read the consultation document and provide answers to the questionnaire. All responses had to be received by Friday 29th August 2008.
This is a project that will span a number of years and be delivered in 4 stages. The end of stage 1 has been reached and work is now commecing on stage 2 of the project.

The following key recommendations for strengthening the Bournemouth Climate Change Community Action Plan will be discussed with the Town’s strategic delivery partners:
Adaptation – Include the following on climate change and extreme weather impacts:
1. How frequency and intensity of extreme weather events are expected to change as Earth’s climate changes, and how these changes could occur even with relatively small mean climate changes.
2. Regional climate prediction is not an insoluble problem, but it is a problem characterised by inherent unpredictability.
3. The effects of sea level rise for Bournemouth, even though this is a complex entity and is difficult to fully understand.
4. A case study on the localised flooding which occurred on the 12th of September 2008 and the impacts on Bournemouth.
Mitigation – Include the following on increasing energy efficiency and reducing CO2 emissions:
1. Bournemouth adopts the long-term national target to achieve 80% reduction in CO2 emissions by 2050.
2. More coverage of mitigation and ways in which we can make efforts to reduce the effects of climate change.
3. More detail regarding the Council’s actions to reduce CO2 emissions, especially by encouraging change in attitudes and behaviour within the community.
4. Add and/or further explore the following schemes and ideas:
a.) Improved public transport
b.) Stop using fossil fuels, switch to renewables e.g. concentrated solar power
c.) Proper insulating, heating and thermostatically controlled water within public buildings
d.) Using ‘smart switches’ and turning off all non essential electrical items when leaving public buildings e.g. computer screens and printers
e.) Identify more organisations in Bournemouth with fuel bills in excess of £50,000 per year and advise them of the support from the Carbon Trust to help them save money, increase energy efficiency and reduce CO2 emissions
f.) Extend the Green Tourism Business Scheme
g.) Acknowledge that the air show has an adverse affect on CO2 emissions, and in order for the ‘Bournemouth Climate Change Community Action Plan’ to be taken seriously, find more ways to balance the negative and positive impacts
h.) Visitor Carbon Calculators - to look at the impacts of their trips
i.) Increased use of composting rather than waste recycling or disposal
Public Accountability
1. Report to the public annually on the progress made to reduce the impact of climate change and mitigate against future change. Broadcast our actions and results to encourage others.
