PURPOSE: 

1. Every child and young person should reach their full potential by growing up in a safe and healthy environment, free from poverty and discrimination, where they can have fun, learn, and make a full and positive contribution to the community.

 Develop a holistic and responsive approach to the provision of services which puts children, young people and families first.

 Work towards the comprehensive integration of the management, planning development and delivery of these services.

2. To oversee the process associated with implementing the “Change for Children” agenda and establishing integrated services, integrated processes, integrated strategies and integrated governance for Children within Bournemouth.

3. To exercise shared responsibility for the performance of services to children and young people in our care. 

RESPONSIBILITIES:

i. To ensure that needs are identified and assessed and resources are deployed to secure successful integrated development of services through provision and/or joint commissioning.

ii. To make overall key strategic decisions regarding the degree and level of integration of services, including the composition and remit of integrated teams and the scope of their work.

iii. To determine the specifications of services to be commissioned (or have funds to commission).

iv. To develop the future role of the Change for Children Board.

v. To ensure a consistent approach is maintained to the development of the different services for children and young people across Bournemouth.

vi. To involve all relevant public, private and voluntary sector partners in the communication and championing of the vision within each organisation.

vii. To receive reports and recommendations from the Children and Young People’s Strategic Partnership Forum and to ensure that they are engaged in the development of services.

viii. To ensure the participation of Children, young people, staff and voluntary organisations in the shaping of service provision.

ix. To share performance information and service improvement plans from the different services. To jointly agree actions to secure service improvements

x. To produce data and reports to meet the requirements of external inspections/appraisals and oversee implementation of recommendations.

xi. To commission the production of the Children and Young People’s Strategic plan and to monitor and evaluate its implementation.
