The objective of this consultation was to consult stakeholders and residents who previously stated an interest in the issue of affordable housing in Bournemouth with the opportunity to comment on the Affordable Housing Supplementary Planning Document (SPD) – Advice Note for Developers.
The SPD provides greater detail and guidance on Policy AH1 in the Council’s Affordable Housing Development Plan Document. The guidance is intended to be used in decision making relating to planning applications that include residential development.
The document sets out how developer contributions towards affordable housing will be calculated, as well as providing further detail on various issues including the tenure split that the Council will seek from new developments and how site viability, design and delivery issues will be considered. It also guides developers on the practical consideration of whether housing could be provided on- or off-site or via a financial contribution in lieu of on-site provision.
The Affordable Housing Development Plan Document (DPD) which the SPD relates to, together with its accompanying Sustainability Appraisal, was adopted by the Council on 8th December 2009 and therefore is not open to further amendment.
Research into site viability and the economics of provision carried out by consultants Three Dragons, which was examined at the DPD Inquiry, has been considered in drafting the DPD and SPD.
National and regional guidance on housing and affordable housing and residential development targets set by regional government have been taken into account and will limit further changes. Also taken into account were the views of the public and stakeholders, which were expressed during previous stages of consultation on the Affordable Housing DPD.
The SPD itself is open to other further changes that may arise from the consultation.
The consultation was extended to the same organisations and individuals that were consulted for the Preferred Options and Submission Stage consultations. This amounted to a total of over 400 groups and individuals on our LDF database including organisations forming the Bournemouth 2026 partnership. The membership of the Partnership is revised every three years and developed to ensure that under-represented groups are engaged.
The bodies consulted include a broad cross-section of groups representing the six equality issues, for instance those with an interest in housing for older and younger people, e.g. Age Concern, Housing 21 and Anchor Trust; organisations with an interest in disability issues such as Ability Housing Association and Disability Wessex; and organisations specialising in race equality issues e.g. the Ethnic Minority and Traveller Achievement Service and the National Romani Rights Association.
The SPD was published on the website and all bodies that had previously expressed an interest in affordable housing issues were contacted by their preferred method of contact (either post or email).
Response forms were produced for people to send in replies, which were made available with the SPD and could be returned by post or email.
Copies of the SPD and the response forms were also available at the Town Hall Annexe and in all public libraries throughout the Borough.
