Bournemouth 2026 Executive Board Terms of Reference

The Executive Board

Terms of reference:

Confirming the arrangements for implementation
1. The Executive Board is responsible for ensuring that the Bournemouth 2026 Partnership Investing in Communities Board has an adequate implementation strategy and that it is compliant with the Compact with voluntary services.
2. The Executive Board is responsible for confirming that the Sustainable Community Strategy and Local Area Agreement
a. is based on adequate consultation, participation, representation and evidence
b. has adequate governance and performance management arrangements and that these are complied with
c. has adequate financial management
d. complies with legislation and especially equality legislation
e. is signed up to by the partners
f. is reporting performance on the Sustainable Community Strategy and Local Area Agreement to partner organisations and the public in meaningful ways

Confirming the degree of risk is acceptable
3. The Executive Board will be responsible for ensuring that the critical success factors for the Sustainable Community Strategy and Local Area Agreement have been identified and the risks managed by the Strategic Delivery partnerships as reported to it by the Investing in Communities Board (for example through the keeping of an up to date risk register and adequate insurance)
4. The Executive Board will be responsible for confirming that the Sustainable Community Strategy and Local Area Agreement has sufficient resources to meet the outcomes it has chosen.
5. The Executive Board will agree any re-allocation of grants
6. The Executive Board will approve any proposed amendments to the rules governing the use of funds, their allocation or apportionment
7. The Executive Board gives final approval for the termination of any partnership arrangements within the Sustainable Community Strategy and Local Area Agreement

Take the lead in negotiations with GOSW
8. To approve the annual refresh of the Local Area Agreement
9. The Executive Board members must take the lead in negotiations with GOSW and create any additional negotiating arrangements that may be required.

Standing orders:
• All members have voting rights
• The chair is the Chief Executive of the Council
• The chair holds the post indefinitely
• The Executive Board must meet at least 2 times a year
• Meetings are called by the chair to whom members can make representation for any additional meetings
• The meetings are arranged by the Delivery Manager for the Board
• The chair must provide at least 4 weeks notice (unless otherwise agreed) in writing (includes e mail)of the date place and time of any meeting
• A standing agenda must reflect the terms of reference and provide opportunity for Any Other Business. 
• The agenda must include proposals for items for the next meeting and the next meeting date.
• Additional agenda items must be relayed to the chair within one week of the meeting who considers whether they can be added
• Agendas and papers must be received at least 3 working days before the meeting
• Decisions are to be made by a simple majority with a casting vote held by the chair
• Quorum of any 2 members including the chair for any decisions decided by voting
• The minutes and decisions must be recorded by the Delivery Manager and signed by the chair  after circulation to the Executive Board
• The Executive Board is not a public meeting however members can invite relevant parties to attend any of their meetings with the permission of the Chair
• The Executive Board may make decisions between Vision Board meetings if necessary
